I've reported this before. Often localities turn to children to create signs to reach people when the regular ones are not. I would assume that the logic is that a) something different attracts attention and b) people have a warm spot in their hearts for children reminding them to be safe.

Other use shock tactics when they
make their own signs. A cycling group and a construction company teamed up to create a sign that alerts people to a dangerous intersection and challenges the local council to take action.
